A plain-English run-through of the six stages from PIM to Code Compliance Certificate, so you know what the council needs and when.
Every consented build in New Zealand runs through the same council pipeline: an optional PIM, then a building consent, then inspections during construction, and finally a Code Compliance Certificate (CCC). Knowing the order — and what each stage costs and how long it takes — keeps you from being caught out on price or programme.
The six stages, in order
Here’s the full path from first enquiry to sign-off:
- Project Information Memo (PIM) — Optional but useful. The council confirms what consents you need plus any site-specific issues. Costs $200–850 depending on the council and scope.
- Building Consent application — Submit drawings, specs, producer statements and a Form 2 application. The council checks compliance with the Building Code. Processing is 20 working days statutory.
- Consent issued (with conditions) — The council issues the consent with any conditions. You pay levies plus the consent fee, and can now start work.
- Construction & inspections — The council inspects at key stages. Book each one with 24–48hr notice.
- Code Compliance Certificate (CCC) — Once the final inspection passes, all PS3/PS4 are lodged and all Records of Work are in, the council issues the CCC. The house can now be lived in, sold or financed.
- After CCC — The warranty and maintenance obligations kick in (see below).
Inspections during construction
Once you’re on the tools, the council inspects at the key stages of the build before you close things up. Book each one with 24–48hr notice, and budget $350–400 per visit.

What kicks in after CCC
Getting the CCC isn’t quite the end of your obligations. Three things start once it’s issued:
- 12-month defect period starts (s362Q).
- 10-year implied warranty applies (s362I).
- Maintenance schedule is given to the owner (s362T).

Common questions
How long does a building consent take to process?
